youth” may consist of a single plan or decisions that contributed vitally to the lives of large numbers of youth or it
may have been given to a small group over an extended period of time. Consideration must be given to the

expectations of that Scouting position. The nominee’s attitude toward and cooperation with the district and/or
council is to be taken into consideration. Nominations cannot be considered for posthumous awards. - Bolt Award – The Bolt award recognizes an individual’s significant contribution and service to a Pack, Troop,
Team, Crew or Ship (Pin). The recipient does not have to be a registered Scouter. The nominee’s contribution of
time and energy should be regarded as highly valuable by the members of the Unit, and deserving of special
public recognition. Any noteworthy service falling within this general guideline is appropriate. - Legend of Service – One award may be given in this category to recognize sustained, significant leadership and
service given at the unit or district level for a minimum of five years by a registered scouter within the

- Scout of the Year – Each troop nominates one scout selected, and receives a nametag. This award is to recognize
